Mr. Joseph W. Albright is the Founder and Managing Consultant for Performance Based Solutions, Inc., a performance based management and leadership consulting firm specializing in applying innovative performance measurement strategies and solutions to public and private management approaches and challenges. He currently provides consulting and advisory services to non-profit, local government, and federal agencies in both performance based management and leadership education and coaching.
Prior to his current position, Colonel(R) Joseph W. Albright was the Director for Situational Awareness, Office of the Deputy under Secretary of the Army for Business Transformation, Office of the Secretary of the Army. He was responsible for overseeing the application of enterprise solutions as part of the business transformation process as well as establishing and implementing the business transformation governance framework to include risk, performance, and change management. He also identified and initiated innovative support and sustainment concepts specifically analyzing support proposals, recommending business process improvements and identifying opportunities for business transformation initiatives. He has chaired international conferences on performance based logistics and performance management as well as being a key presenter and lecturer in a variety of conferences and courses. During his tenure, he coached and mentored senior Military and Civilian Leaders and Corporate Executives.
Prior to his work in business transformation, Mr. Albright held the position of Associate Director for Sustainment, Headquarters, Department of the Army, G-4 responsible for policy development and implementation in supply, maintenance, munitions, and troop support processes, including those in support of Operations Enduring Freedom and Iraqi Freedom. Mr. Albright served as the industrial base sustainment maintenance policy and strategy analyst for the ODCS, G-4 before accepting the position as Acting Associate Director for Sustainment.
Colonel(R) Albright served with distinction as an Army Ordnance Officer and Logistician during a twenty-eight (28) year career encompassing a variety of command and staff positions in munitions and logistics. These include Maintenance Officer, Operations Officer, and Commander of Special Weapons units; Materiel Officer for a theater-level Munitions (special weapons, missile, and conventional ammunition) Support Battalion; Chief of Integrated Logistics Support; Commander, Milan Army Ammunition Plant; Operations Officer, Technical Inspection Division, Inspector General; Support Operations Officer and Operations Officer, 16th Corps Support Group; and Support Operations Officer and Chief of Staff, 3rd Corps Support Command.
Colonel(R) Albright received his commission as a Second Lieutenant, Ordnance Corps, through the ROTC Program of the University of Dayton, where he graduated with a Bachelor of Mechanical Engineering Degree. Colonel(R) Albright also holds a Master of Science Degree in Industrial Engineering from the University of Tennessee and a Master of Strategic Studies Degree from the U.S. Army War College.
Mr. Albright is also an ordained non-denominational minister focusing on mentoring youth through the Fellowship of Christian Athletes. His passion is in challenging and leading youth to realize their full potential. He is also the Chairman of the Board for Organizations of Hope, Inc., a Baltimore, Maryland based foundation whose mission is to guide abused youth and formerly incarcerated individuals to a fuller life of Christian values.
Mr. Albright is listed in Who’s Who in the World and Who’s Who in America, is a member of the Society of Manufacturing Engineers and the American Society of Mechanical Engineers. He is a Life Member of the US Army Ordnance Corps Association and a Compatriot of the National Society of the Sons of the American Revolution as well as a member of a variety of historical preservation associations.
Mr. Joe Albright currently resides in Milan, Tennessee with his wife, Janie. They have four children and three grandchildren.
